The ENIR was founded by empirica Gesellschaft für Kommunikations- und Technologieforschung mbH, Bonn (Germany). empirica is a private, internationally active research and consulting firm concentrating on topics relating to the Information Society in different areas. The company exists since the 1970s and has many years of experience in quantitative and qualitative research methods. Its clients are private companies and public bodies.
