empirica has been successful with a bid for an EU service contract by DG EAC and started a project on “CULTUREMAP - Study on the mapping and evaluating of existing platforms (websites) within the cultural sector aimed at stimulating debate and cross border exchange of matters concerning European culture"

The study is carried out for the Education, Audiovisual and Culture Executive Agency (European Commission DG Education and Culture) coordinated by empirica with the partners P.A.U. Educationand and IBK Remscheid. Support is provided through National Correspondents from the ENIR network and age-culture.net. The objectives of this project are to map and analyse existing websites in Europe which are used as a means for exchange of information and debate on culture, artistic expression and as a space for an exchange of opinions on the European project, with a view to proposing recommendations on how to enhance the use of the internet as a means of information exchange and debate at the European level on cross-sector issues in the field of culture and artistic expression.

empirica started the ICEAC study on "Analysis of the role of Creativity and Innovation in school curricula in the EU27" for IPTS, Sevilla

The objective of the study is to carry out an analysis of the role of Creativity and Innovation in school curricula. The study aims to review if and how Member States are foreseeing Creativity and Innovation in their educational policies, to what extent they are supporting them and if practices reflect the policy priorities. In a nutshell, the study is supposed to collect evidence and analyse the present state of affairs in the 27 EU Member States on the role of, or lack of, Creativity and Innovation in school curricula and/or learning objectives, at primary and secondary level. The aim of the study is “to provide a better understanding of how Innovation and Creativity are framed within the EU Member States learning objectives and practices of education and training at primary and secondary level.” empirica is cooperating with a network of national partners and subcontractors (including organisations and individual experts) in the countries to be covered by the study, thus ensuring efficient information gathering and content analysis of the documents of relevance in these countries. The experts come from the ENIR – European Network for Information Society Research (www.enir.org), a network established by empirica in 2001. The selection of the relevant documents and the validation of the results from the content analysis will be ensured through the national members of EUN - European Schoolnet, i.e. 31 European Ministries of Education from EU Member States.

Start of the "STudy of the impact of Educational technology in Primary Schools (STEPS)" in partnership with the European Schoolnet

30 January 2008 – The 18 months study for DG Education and Culture of the European Commission will provide a comparative analysis report detailing the main strategies for the integration of ICT in primary schools in the EU27, Norway, Liechtenstein, and Iceland, their impact and future development perspectives. The "Benchmarking e-skills Policies on Multi-Stakeholder Partnerships in Europe" study has been completed by empirica. It brings higher levels of transparency to the IT practitioner training and certification market and recommendations providing useful inspiration for policy makers, industry, social partners and other stakeholders.

Good eHealth - Exchange of Good Practices in eHealth - another project of the ENIR network

This study has been awarded to empirica and the ENIR network by the European Commission Directorate-General Information Society, Unit C4 - ICT for Health. It will run from January 2006 – December 2008 and cover approx. 30 countries where it will identify good practices and their associated benefits; develop and implement common approaches to wider dissemination and transfer of learning experiences and stimulate and foster accelerated uptake of eHealth by addressing the common challenges of eHealth and common lessons learnt.

ENIR to work on the project "Benchmarking policies on multi-stakeholder partnerships for e-skills in Europe" for DG ENTRI covering more than 30 countries

In November 2006 empirica supported by the ENIR has been awarded the contract for the European study on the "Benchmarking policies on multi-stakeholder partnerships for e-skills in Europe" which will help the European Commission to identify and study multi-stakeholder partnerships for e-skills development and related policies in all EU27 Member States as well as Croatia, Iceland, Liechtenstein, Norway and Turkey. The policies and partnerships identified will be analysed and evaluated. This will result in ten good practice case studies, a benchmarking framework, and recommendations for policy action.

ENIR successfully completed work on the eUser project

20 ENIR members were involved in the eUser project providing evidence-based support for the design and delivery of user-centred online public services. eUser is a Specific Support Action as part of the IST Programme funded by the European Commission DG INFSO and Media and running from January 2004 - April 2006. The ENIR members used a common methodology and instrumet to gather supply side information and good-practices in the areas of eGovernment, eHealth and eLearning. These data was then user to develop for each EU member state a "Country Brief". Each of the Country Briefs describes the context for supply and demand of public online services in the respective country, provides empirical and other relevant information on the supply and uptake of eGovernment, eHealth and eLearning services in the countries and their readiness and relative performance in these areas along relevant indicators. ENIR supports the European Commission in the eInclusion domain

Since 2004, ENIR members are working for DG INFSO and Media in the eInclusion@EU project to establish a knowledge base that will provide a resource on key eInclusion and eAccessibility policies and practice. The research concentrates on the topics: eAccessiblity component of eInclusion, work and employment and online services. www.einclusion-eu.org.

ENIR to work on the project “Measures to Increase Trust and Confidence of Consumers in the Information Society” for DG INFSO & Media

empirica together with DIW (Deutsches Institut für Wirtschaftsforschung) and supported by the ENIR has been awarded the contract for the European study on the “Measures to Increase Trust and Confidence of Consumers in the Information Society” which will help the European Commission to improve the evidence base for policy making covering the EU25 member states, the Candidate Countries and EEA countries. The study will strongly to support the i2010 initiative, by providing detailed analysis of the origins as well as the impact of any lack of consumer trust and confidence in Information Society products and services.
